Ég býð ykkur innilega velkomin hingað í dag. Við Séverine, konan mín, erum mjög ánægð að halda aftur upp á Bastilludaginn með ykkur hér í Reykjavík.

Það hefur verið mjög gaman fyrir okkur að vera á Íslandi núna þegar Ísland og Íslendingar eru svona vinsælir í Frakklandi, þökk sé ævintýralegum árangri á EM 2016 ! Já og íslensku stuðningsmönnunum sem náðu að heilla frönsku þjóðina. HUH !

Það var að sjálfsögðu svolítið snúið, fyrir okkur í sendiráðinu, að halda bæði með íslenska liðinu og franska liðinu. Í leiknum á móti Austurríki var ég á Stade de France með íslenskum vinum mínum í íslensku landsliðstreyjunni minni og hrópaði : ÁFRAM ÍSLAND !

En svo, nokkrum dögum síðar, var ég á Arnarhóli með frönsku vinum mínum í frönsku landsliðstreyjunni minni og hrópaði : Áfram Frakkland ! Vonandi heldur ævintýrið áfram, bæði fyrir Frakkland og Ísland, á HM í Rússlandi 2018 !

I wish you heartily welcome here today. With Séverine my wife, we are quite happy to celebrate again the Bastille day with you here in Reykjavik.

It has been much fun to be now in Iceland when Iceland and the Icelanders are so popular in France, thanks to the adventurous achievements at EM 2016. And the Icelandic supporters who managed to charm the French nation – UHH-

It was of course a bit complicated for us in the Embassy to be supporting both the Icelandic team and the French team. At the game with Austria I was at Stade de France with my Icelandic friends in my Icelandic national team jersey and shouting Áfram Íslaaand.

And so, few days later I was on Arnarhóll with my French friends in my French national team jersey and shouting Afram Frakkland. Hopefully the adventure will continue both for France and Iceland on the Mundial in Russia 2018.

The national day is traditionally a day on which you assess the condition of bilateral relations. Given the strength of our links that has always been an easy task, and it is becoming each year more challenging to announce an improvement. But, undoubtedly, 2016 is the year of Iceland in France.

Not only Icelandic writers are continuing to win readers and prizes in France ; some of them having now as many readers in France as there are inhabitants in Iceland.
Not only Icelandic geothermy is continuing to arouse strong interest among French political and economic actors, recently the Mayor of Strasbourg ;
But now your football team is giving Iceland a unique popularity, equivalent to a huge, and free, promotion campaign.

And it is also true the other way round : the Euro 2016 has given France a unique visibility in Iceland with a record number of Icelanders- perhaps 10% of the whole population- travelling to France -not only Paris- and collecting fantastic memories from their trips ; but also witnessing the respect shown to the Icelandic team by French people including by the French team.

That was a time of friendship and shared good moments ; some of these moments created by the French Icelandic chamber (FRIS) which gathered French and Icelandic communities first in Reykjavik, with the coach Lars, before the competition and in France again the day before the victory against Austria.

Before that, we had the visit of President Hollande in October 2015. It was quite an event : the first visit by a French head of state in 25 years. And if I may, quite a success since it was the occasion to deepen our cooperation on many important topics. To name a few :

There were some symbolic achievements, for instance on the Icelandic French on line dictionary which will be soon completed : and President Hollande had the pleasure to announce it to former President Vigdis, who was the one who initiated the project…

There were also in depth discussions with the President and the Government on the preparation of the COP 21 meeting on climate change, and on how the promotion of the Icelandic “renewable” experience. And we must thank Iceland for its contribution to this undisputed success, and for its large participation in the Paris conference –municipalities (including the Mayor of Reykjavik), members of parliament, NGOs, universities, companies and of course President and Government.

The visit of President Hollande was also the opportunity to announce, during the Arctic Circle Conference, the main lines of the French arctic policy, and especially the need to balance new economic opportunities, offered by the melting of the pole, and ambitious environmental standards needed to protect a very vulnerable area. We have since published our road map on arctic, which confirms French commitment in the Arctic, with a particular stress on scientific research.

Mes chers compatriotes,
La qualité de nos relations bilatérales repose aussi sur le dynamisme de notre communauté dont la taille s’accroit régulièrement : 189 ressortissants en 2000 ; plus de 400 début 2016. Après avoir stagné pendant quelques années, le chiffre recommence à croitre, de plus de 10% en 2015 et en 2016. C’est une communauté jeune (plus de 70% en dessous de 40 ans), bien insérée et composée pour le quart environ de binationaux.

Cette communauté contribue à la présence française en Islande, bien sûr, mais aussi à la visibilité internationale de l’Islande. Permettez-moi de citer dans des domaines très différents, l’entraineur français, de l’équipe de natation islandaise, qui a porté plusieurs de ses nageurs sur les podiums internationaux, Jacky Pellerin, ou le chef d’orchestre principal de l’orchestre symphonique d’Islande, Yann Pascal Tortelier, qui prendra ses fonctions en septembre pour un mandat de 3 ans.

Malheureusement plusieurs personnalités qui ont contribué à créer cette proximité franco-islandaise nous ont quitté depuis juillet dernier. Je voudrais citer la réalisatrice Solveig Anspach, qui continue à vivre à travers ses films, et en particulier sa dernière réalisation, l’effet aquatique, qui a été un des succès du dernier festival de Cannes ; ou Michel Rocard, un des amis et visiteurs réguliers de l’Islande et de l’Arctic Circle, qui laisse en héritage la feuille de route arctique française qui a été l’ultime chantier de ce grand homme d’Etat.

Cette communauté s’appuie sur quelques piliers. Au-delà de l’Ambassade, je voudrais citer les consuls honoraires qui relaient notre action à Akureyri, Isafjördur et Egilsstadir. Vous connaissez tous l’Alliance française, et l’action inlassable de promotion de notre langue et de notre culture de son président, Einar, sa directrice, Sophie, et tous ses professeurs. Enfin j’ai déjà parlé de la chambre de commerce et son Président Baldvin, et de sa directrice Hulda, qui, sur l’Euro comme sur la géothermie ont su créé les occasions de rencontre entre les milieux d’affaire français et islandais. Je citerai enfin l’association des parents d’enfants francophones dont j’ai eu le plaisir de décorer la Présidente, Marion Herrera, cette année, et l’association des professeurs de français.

A cette communauté de français résidents en Islande s’ajoute un nombre croissant de touristes, attirés par la beauté des paysages islandais : environ 66 000 en 2015, sans doute beaucoup plus en 2016. Malheureusement cette augmentation de la fréquentation entraine aussi une augmentation du nombre d’accidents. You may know that a young French tourist disappeared this Tuesday in a river in the South of Iceland ; after a long rescue operation rallying more than 300 people, his body was found yesterday. Rescue services have spared no effort to find him. I would like to thank, on behalf of my fellow Frenchmen, Landsbjörg, Coast Guard and other public services who take risks to save lives. Kærar þakkir.

En termes de relations économiques, nous avons à nouveau connu une excellente année, avec une forte croissance des échanges dans les deux sens : les exportations françaises ont doublé depuis 2010, dépassant le niveau d’avant la crise (125 M€ ; 17, 8Mds ISK). Les dessertes aériennes se sont elles aussi développées grâce à Icelandair qui a ouvert une desserte régulière d’Orly et à Wow qui a mis en place un vol saisonnier vers Nice. Jamais la France n’a été aussi accessible depuis l’Islande.
Dans le domaine culturel et scientifique, je voudrais surtout signaler les cérémonies du 80ème anniversaire de la disparition au large de l’Islande du Cdt Charcot. I would like to mention the coming 80th anniversary of the death of Commandant Charcot in the Icelandic waters. Cdt Charcot was very popular in Iceland where he called often with his ship Pourquoi Pas. To celebrate the memory of this great explorer and scientist, who was one of the initiators of polar research, we will be organizing a series of events on September 15th and 16th on the site of the wreck and in Reykjavik.

Avant de conclure, je souhaite saluer et remercier ceux qui nous quittent cet été :
A l’Ambassade Nicolas Dubois que beaucoup d’entre vous ont connu, car il était souvent en première ligne pour régler les problèmes de Français en difficultés ;

Et la directrice de l’Alliance française, Sophie Perrotet, qui rejoint Paris après avoir géré avec dynamisme et détermination cette institution maintenant plus que centenaire.
